In addition it serves as a control for the exportation of items sensitive to world security. Primary responsibility for the integrity of this document rests with the SHIPPER, with the assistance of the J.F. Moran Company.

AES (Automated Export System) is now in place for electronic transmission of SED (Shipper's Export Declaration). It became mandatory effective January 1, 2001. J. F. Moran is authorized for the processing of SED's via AES.

 

CUSTOMS ISSUES NEW REGULATION ON REFUNDING HARBOR MAINTENANCE FEES

The March 28,2001 edition of the Federal Register contains interim regulations for requesting refunds of export harbor maintenance taxes (HMF) collected since 1987 and not yet refunded.  The new procedure relieves exporters of the obligation to provide documentary proof of payment for payments made on or after July 1, 1990.  For earlier payments, Customs requires submission of an Export Vessel Movement Summary Sheet or, where Automated Summary Monthly Shippers Export Declarations were filed, a letter with the exporter’s identity, EIN, the applicable Census Bureau reporting symbol, and the quarter for which payment was made.
